CIOFF, CIOF, and CIDA-E3 Sign Tripartite MOU on E-Governance

The Chief Information Officers Forum, CIOF Foundation, and the CIDA E3 e-Governance for Efficiency and Effectiveness Project signed last Oct. 24, 2008, a tripartite agreement to work together in strengthening government capacity and promoting strategic uses of ICT in the country.

The Memorandum of Understanding (MOU) signed by the three parties will work towards achieving common goals of the two organizations. Under the MOU, the three parties will identify common activities of the CIOFF, CIOF and E3 that will be undertaken to ensure efficient and effective implementation of ICT plans and programs with government.

Signing for the CIOFF was Daniel F. Pabellon, chairman of the CIOFF, for the CIOF, BIR Dep. Commisioner Lilia Guillermo, and for the CIDA E3 Project, Ms Nide Bombay, E3 country director.

The three expressed the view that under this collaboration, the Commission on Information and Communications Technology (CICT) will be better supported in promoting information sharing, integration, coordination and mobilization of ICT activities to achieve mission critical government operations.

The CIOFF is a non-stock and non-profit organization composed of former and incumbent ICT professionals and executives from the government who are committed to promote and support effective use of ICT in governance. The partnership is expected to enhance the capabilities of CIOF members to better enable them to conceptualize, source and negotiate for funding, and implement projects.

The CIOF Foundation, Inc.

A non-stock and  non-profit organization duly registered with the Securities and Exchange Commission, organized by and composed of former and incumbent Chief Information Officers (CIOs) and heads of Information and Communications Technology (ICT) and Management Information Systems (MIS) offices or units of the different government departments and agencies, as well as local government units (LGUs) for the advancement and wider and strategic application of ICT for more efficient and effective public governance.

Our Objectives

1   To promote the strategic and wider use and application of information and communications technology (ICT) in the Philippine government for more efficient, effective, and transparent public governance;
2   To develop greater government-private sector partnership in promoting the use of ICT to enhance the delivery of services to the public;
3   To serve as an advocacy and consensus-building group to address key ICT policy issues and concerns;
4   To provide the venue for greater knowledge and information exchange, as well as resource and experience sharing within and among government agencies and instrumentalities.
